警消過勞易生危險 工會：應減少勤務
【台灣醒報記者蔡岳宏台北報導】近來警消人員不足，員警自殺、過勞事件頻傳，卻不見政府針對警消權益進行制度性改革。立法委員趙正宇31日召開公聽會時建議，內政部應通過國道員警危險加給，並統一全國縣市消防員危險加給標準，盡速提出人力補足期程，及放寬加班費1.7萬元限制。台灣警察工作權益推動協會王惀宇語重心長地回應，減少勤務才能解決警消過勞問題，制度改革比錢重要，哪個警消家屬不希望家人平安回家？
趙正宇指出，目前全台有4千名人力缺口，導致基層員警的工時每天都超過12小時，每個月加班超過80小時以上，嚴重過勞。且《警勤條例》第15條規定：「服勤人員每日勤務以8小時為原則；必要時，得視實際情形酌量延長之。」但現制並無對「必要工時」的要件作出解釋，導致各縣市警察機關得以將工時任意延長。
針對消防員部分，立法委員江永昌舉統計數據指出，每30秒就需要出動一輛消防車，但全台6成消防局人員配置低於3人，「因此火災發生時，就必須使用車海戰術，使附近所有消防局都出勤。」此外，法定工時上限是225小時，然而，在台北市、高雄市等工時最低的城市，消防員工時卻高達357小時，最高的縣市更達458小時。另外，目前消防員的危險加給只限於6都，對其他縣市消防員不公。
台灣警察工作權益推動協會王惀宇回應，補足預算員額難以解決警消過勞的問題，業務過勤才是主因。警察業務過度繁雜，許多行政機關將轄下業務交由警察機關去執行，「警察要送教召令、路跑安全維護和查違建。」王惀宇強調，政府為拚績效，將過多不必要的業務加重警察負擔，導致同仁超時工作，增加執行勤務上的危險。
王惀宇更指出，即使警員額補足，若警政署調配人力毫無章法，仍無法減低員警工時。據資料統計，去年抗議事件為5年來最低，但員警出勤人數卻是過去5倍以上，上級機關隨意將人力投入前線，耗損警力也嚴重排擠正規業務時間，損及員警和民眾權益。消防員工作權益推動協會理事長楊適瑋也於會中，拿出消防員紅通通的班表，呼籲消防署檢討救護的緊急需求和必要需求的界定。
台灣警察工作權益推動協會與消防員工作權益推動協會共同呼籲，政府應減少警消不必要的業務，及破除績效迷失，並邀請基層人員參與相關會議，針對制度改革進行長久完整規劃。
