北韓3度試射飛彈 美報告：主要在挫敗攔截系統
北韓近月來發射3枚火箭，儘管南韓軍方表示仍在分析中，但美國國會研究處將它定位為「KN-23短程彈道飛彈」，並稱這些測試旨在挫敗飛彈攔截系統，且北韓飛彈技術已有改良。
南韓「東亞日報」報導，美國國會研究處（CRS）將5月4日和9日北韓發射的3枚火箭定位為「KN-23短程彈道飛彈」。報告稱，北韓發射飛彈的目的是透過改良飛彈用固體燃料和導向裝置的性能，以避開類似終端高空防衛系統（又稱薩德反導系統，THAAD）等飛彈防禦系統。
報導指出，繼美國軍方之後，美國議會也認定北韓的挑釁是試射攻擊用彈道飛彈。不過，南韓軍方卻仍然保持沉默，迄今堅稱「仍在分析中」。
美國國會研究處在6日更新公佈的「北韓的核與彈道飛彈專案（North Korea's Nuclear and Ballistic Missile Programs）」報告中表示：「北韓（透過此次挑釁）在將彈道飛彈從液體燃料轉變為固體燃料方面，取得了部分進展。」
報告稱，固體燃料可以減少再裝填時間，在化學上也更加穩定。
報告並且就去年6月在新加坡舉行川金會之前北韓試圖拆除（平安北道東倉里）西海衛星發射場一事解釋說：「因為確定了試驗部署固體燃料發動機的方向，所以不再需要液體發動機發射場。」
報告還指出，北韓繼2016年26次發射飛彈、2017年18次發射飛彈（5次失敗）之後，5月北韓再次發射彈道飛彈，似乎把重點抗漲特價商品放在了開發如何避開薩德反導系統等飛彈防禦系統的核武器力量上。
美國國會研究處1914年成立，是美國國會所屬的立法支援研究機構，由各領域的專家進行跨黨派的調查研究並發表相關報告。（中央社）
福和橋下象棋園區 象棋造型座椅超吸睛
(記者黃秀麗新北報導)新北市政府為了增添河濱公園娛樂及藝文性，於福和橋靠近河岸橋孔下規劃出一處大型象棋園區，並放置18張象棋造型座椅，增添趣味並富含教育意義，提供民眾休憩與拍照之用。
福和橋下及其週邊平時是民眾休閒、運動的場所，假日花市、福和市集、福和河濱公園等具有完善的運動與遊樂設施，每逢假日，民眾從事舞蹈、運動、逛街，福和橋下人聲鼎沸、生氣勃勃，現在更增添象棋造型座椅，讓河濱園區變得更生動、更有趣。
象棋自古是帝王世家培育帝王之策、諸侯將相演練謀略之方、文人雅士清談讀書之調、甚至貴族商賈交際交易之技、下至市井小民休閒活動之能、傳承下來成了華人世界傳統生活中，不能缺少的休閒娛樂，因此高管處在福和橋下規劃了象棋園區，配合棋譜擺放象棋座椅，歡迎民眾一同前來乘座及休憩。本園區位於新北市永和區福和橋下方，緊臨河濱自行車道，開車的民眾可從福和越堤道進入福和公有停車場，下車後往河岸側方向步行約5分鐘即可到達。(自立晚報2019/1/21)
